Muammar Muhammad Abdul Salam Abu Minyar al-Gaddafi (Bahasa Arab: معمر محمد عبدالسلام احميد بومنيار القدافى) (Jun 1942- 20 Oktober 2011) lebih dikenali sebagai Muammar Gaddafi ialah seorang pemimpin politik dan revolusi Libya. Beliau telah menjadi Presiden Libya semenjak menggulingkan Raja Idris dalam rampasan kuasa tidak berdarah pada 1969 dan menjadi pengasas Republik Sosialis Arab Libya.^[1]. Tempoh pemerintahan yang kini hampir mencecah 42 tahun membuatkan beliau antara pemimpin terlama memerintah dalam sejarah.^[2]

Ideologi Gaddafi dipanggil Teori Antarabangsa Ketiga dan dihuraikan dalam Buku Hijau. Buku ini disebar ke seluruh dunia secara percuma. Gaddafi dikatakan pernah menaja beberapa kumpulan pemberontak termasuk Gerakan Moro di selatan Filipina. Enam hari selepas Amerika berjaya menangkap Saddam Hussein , Gaddafi berikrar memusnahkan senjata pemusnah WMD.
